Especially with old papercrafts you find online, sometimes the (download) links are not working anymore because the papercrafts have been removed from the website... 😟
But sometimes, they are still up even after 17 years! 😀
This papercraft Klonoa and Moo were released on the official Bandai Klonoa Web site in 2003, and although the URLs have been moved around a bit through the years, they've been available all this time!
(note: you will download a .LZH file, which is basically just a Japanese .ZIP file under another name; you can open them with a free tool like 7-ZIP to unpack them)
