Koume and Kotake are the twin witches that appear in so many Zelda games as the embodiments of fire and ice!
In most games, they try to keep Link from completing his quest, but in the alternate reality of Termina in Majora's Mask, they're actually quite nice and run a Potion Shop and boat tour through the swamp (that's what the "spare heads" in the paper models are for; don't worry, it sounds more gruesome than it really is ;o)
